Your engineers are already using AI. The choice is governance now or breach later, and the regulations draw lines around data, not tools, so the architecture is solvable.

  1. Block AI and you make it worse. Engineers will use ungoverned tools instead. Token Security found 22% of monitored employees were already using OpenClaw without IT approval.
  2. The compliance lines are around data, not tools. CEII can't leave your boundary; NERC CIP requires auditable controls; BESS scope expanded May 2025. None of those say "no AI." They say "specific data, specific controls."
  3. Cloud-tenant model hosting changes the calculus. When AI inference runs inside your VPC (Bedrock) or tenant (Azure AI Foundry, GCP Vertex), the data never leaves infrastructure you already control, monitor, and audit.

The boulder doesn't get lighter. With the right architecture, your team pushes it with better tools.
